Government-backed post-strike mediation between Samsung Electronics and its labor union has ended without an agreement, reigniting tensions after weeks of negotiations and raising concerns across South Korea’s business community about prolonged instability at the tech giant.

According to industry sources on Tuesday, government officials recently attempted to broker a compromise between management and union representatives over wages and performance-based compensation systems. Samsung Electronics proposed a more flexible compensation structure tied to business performance, particularly reflecting the volatility of the semiconductor industry.

However, the union reportedly maintained its demand for a more fixed and institutionalized compensation framework, refusing to significantly alter its position during negotiations.

The gap between the two sides ultimately remained unresolved, and the union declared the talks collapsed during early morning negotiations, formally ending the mediation process.

In an official statement released afterward, Samsung Electronics expressed strong regret over the breakdown.

“The post-strike mediation process, which the government worked hard to arrange, collapsed following the union’s declaration,” the company said. “We are deeply disappointed and regretful.”

Samsung Electronics also warned that the failed negotiations could increase uncertainty among employees, shareholders, and the broader public.

Inside and outside the company, criticism has also emerged over what some describe as the union’s rigid negotiating stance. Company officials argued that discussions should reflect the cyclical and highly volatile nature of the global semiconductor industry, where performance-linked compensation systems are commonly used to manage uncertainty and competitiveness.

A business industry official said companies are facing mounting pressure from slowing global economic conditions and intensifying semiconductor competition, adding that “repeated reliance on confrontation and pressure tactics rather than compromise could ultimately harm all stakeholders involved.”

Despite the failed mediation, Samsung Electronics said it would keep communication channels open and continue efforts to prevent further escalation.

“We will continue making sincere efforts to avoid the worst-case scenario through dialogue until the very end,” the company stated.
