Zenith announced in Tokyo, Japan, on June 24, that it has joined a Progmat-led working group studying the tokenization of Japanese government bonds and the development of on-chain repo transactions, as Japan’s financial sector examines blockchain-based settlement infrastructure for institutional securities financing.
The working group, launched under the Digital Asset Co-Creation Consortium, includes MUFG Bank, Mizuho Bank, Sumitomo Mitsui Banking Corporation, State Street Trust and Banking, SBI Securities, and Japan Exchange Group’s Market Innovation & Research unit.
Zenith develops Ethereum- and Solana-compatible execution infrastructure for the Canton Network. In the project, the company is expected to contribute to protocol design, interoperability standards, and regulated blockchain infrastructure.
The group is examining a framework in which tokenized Japanese government bonds would be used as collateral and stablecoins would serve as the cash leg of repo transactions through blockchain-based lending protocols.
Focus on Settlement and Collateral Efficiency
The project will assess whether distributed ledger technology can improve settlement speed, collateral management, and market accessibility in Japan’s government bond financing market.
Areas under review include same-day settlement, 24-hour market availability, and cross-border access for institutional participants.
Japan’s JGB repo market is estimated at approximately ¥250–270 trillion, or about US$1.6 trillion, accounting for roughly 10% of the global government bond-backed repo market.
The working group began activities in May 2026. A joint report is expected in October 2026, while pilot issuances of tokenized JGBs may be considered later this year.
Tokenization Extends Beyond Real Estate
Tokenized securities issuance in Japan has reached approximately ¥333–360 billion, or US$2.1–2.25 billion, according to the announcement. Most issuance has so far been concentrated in real estate-related assets.
The current initiative extends Japan’s tokenization efforts into sovereign debt and institutional financing markets, where settlement reliability, collateral mobility, and regulatory compatibility are central requirements.
Japan Tests On-Chain Government Bond Infrastructure
The project comes as global financial institutions assess tokenized government securities as a potential part of capital market infrastructure.
While tokenized U.S. Treasury products have attracted institutional attention, Japanese market participants are evaluating whether similar structures can be applied to JGBs and repo transactions.
For Japan, the initiative is less about creating a new asset class than testing whether blockchain infrastructure can support more efficient settlement, collateral transfer, and liquidity management in one of Asia’s largest government bond markets.
