Korea Aerospace Industries (KAI) is stepping up its push into the low Earth orbit (LEO) satellite communications market through a strategic partnership with European satellite company Aerospacelab (ASL).

KAI said Tuesday that it signed a memorandum of understanding with ASL during World Space Business Week 2026 in Paris, laying the groundwork for cooperation on Korea’s planned low-orbit satellite communications network, known as K-LEO.

The partnership comes as Korea moves to develop its own LEO communications infrastructure by 2035. Rather than relying solely on terrestrial networks, the system is expected to use multiple satellites in low Earth orbit to provide connectivity across areas where conventional telecommunications infrastructure is limited.

Under the agreement, KAI and ASL will explore joint participation in K-LEO projects as well as the development of next-generation commercial communications satellites.

The companies also plan to identify new space business opportunities and develop solutions combining aerospace and satellite technologies. They will additionally examine the possibility of establishing a joint venture as their cooperation expands.

The two companies are bringing complementary capabilities to the partnership. KAI has accumulated experience in satellite design, manufacturing and systems integration through a range of national space programs, including multipurpose satellites, next-generation medium-sized satellites and military reconnaissance satellites.

KAI has recently broadened its focus toward commercial space applications, including LEO communications satellites and small satellite platforms, as it seeks to establish a stronger presence in the global space market.

ASL, headquartered in Belgium, specializes in the design, production and operation of satellites. Its capabilities include satellite platforms, payloads, LEO communications systems and satellite constellation operations.

The partnership is also expected to give the companies a stronger position in large-scale satellite projects. As LEO communications networks require the deployment of numerous satellites rather than a single spacecraft, production capacity, standardized platforms and reliable manufacturing processes are becoming increasingly important.

By combining KAI’s systems integration and manufacturing capabilities with ASL’s satellite platform technology and experience in constellation-based operations, the companies aim to develop high-performance and reliable LEO communications satellites.

The cooperation could also open a pathway for KAI to expand beyond government-led satellite projects and compete more aggressively for commercial opportunities overseas. Working with an established European space company could provide additional access to global customers and international supply chains.

For ASL, the partnership offers an opportunity to strengthen its presence in the Korean and broader Asian markets while leveraging KAI’s experience in large-scale national satellite programs.

KAI Vice President Kim Ji-hong said the agreement represents an important starting point for combining the two companies’ strengths in satellite systems integration, technology and mass production.

Benoît Deper, CEO and founder of ASL, said the two companies aim to develop competitive solutions capable of meeting the technical requirements of the K-LEO program while supporting large-scale satellite production.

With governments and private companies around the world accelerating investment in LEO communications infrastructure, KAI’s partnership with ASL marks another step in Korea’s effort to build a domestic satellite communications ecosystem while expanding its footprint in the international space industry.
