Europe's digital asset market is moving beyond regulatory compliance as exchanges increasingly compete on a new measure of trust: verifiable on-chain reserves.

OKX announced on July 30 that it had published its 45th consecutive monthly Proof of Reserves (PoR) report while reporting a sharp increase in customer asset migration following the end of the European Union's Markets in Crypto-Assets (MiCA) transition period. According to the company, crypto deposits into OKX Europe from exchanges that are not licensed under MiCA have increased 5.5-fold since April, while app downloads have risen 158%.

The figures suggest that European investors are increasingly favoring platforms that combine regulatory authorization with independently verifiable asset transparency rather than relying on compliance credentials alone.

OKX Europe operates under MiCA Crypto-Asset Service Provider (CASP), MiFID II, and Payment Institution licenses, enabling it to offer regulated spot trading, derivatives, payment services, and other digital asset products across the European Economic Area (EEA).

According to the latest Proof of Reserves report, OKX holds approximately $23.12 billion in on-chain reserves across its four primary digital assets.

Bitcoin (BTC): $8.63 billion with a 105% reserve ratio
Ethereum (ETH): $3.19 billion with a 103% reserve ratio
Tether (USDT): $9.78 billion with a 112% reserve ratio
USD Coin (USDC): $1.53 billion with a 101% reserve ratio

Reserve ratios above 100% indicate that customer assets are fully backed by on-chain holdings while maintaining reserves in excess of customer liabilities.

Erald Ghoos, CEO of OKX Europe, said regulatory frameworks such as MiCA establish essential market standards but argued that compliance alone is no longer sufficient to earn user trust.

"Licensing and solvency answer two different questions," Ghoos said. "In the post-MiCA era, users increasingly expect cryptographic proof rather than relying solely on institutional assurances. The combination of regulatory compliance and continuous proof of reserves is becoming the new baseline for digital asset platforms."

To support that transparency, OKX's Proof of Reserves system combines zk-STARK cryptography with Merkle Tree verification, allowing users to confirm that their account balances are included in audited liabilities without revealing personal information.

The development also reflects a broader evolution in Europe's digital asset market. While MiCA has established a common regulatory framework, it is also reshaping the basis of competition among exchanges. Regulatory licensing is increasingly becoming the minimum requirement for market participation rather than the defining competitive advantage.

As institutional participation expands, exchanges are likely to be judged not only by regulatory approval but also by the transparency, frequency, and cryptographic verifiability of their reserves. In that environment, Proof of Reserves may evolve from a transparency initiative into a core component of institutional digital asset infrastructure.
