South Korea’s national railway operator Korail has secured a project management consultancy (PMC) and maintenance advisory contract for Morocco’s large-scale electric multiple unit (EMU) procurement program, marking another milestone in the country’s expanding railway exports.
The contract, valued at approximately KRW 9 billion (around USD 6.5 million), covers a 38-month period and supports Morocco’s government-funded project to introduce 440 EMU cars scheduled to enter service from 2029.
The agreement was signed on June 18 in Rabat by Korail President and CEO Kim Tae-seung and Mohamed Rabie Khlie, Director General of Morocco’s National Railways Office (ONCF).
Under the contract, Korail will oversee project implementation and provide technical expertise throughout the vehicle delivery process. Its responsibilities include design review, manufacturing quality supervision, factory inspections, testing and commissioning, and final acceptance of the trains.
In addition to project management, Korail will advise ONCF on establishing a comprehensive maintenance system to ensure the long-term reliability and efficient operation of the new fleet. The scope includes maintenance organization planning, technical training programs, operational procedures, and practical maintenance know-how.
Korail plans to deploy experienced railway specialists to Morocco and will also host ONCF personnel in South Korea for technical training and knowledge-sharing programs.
The latest award follows the landmark KRW 2.2 trillion rolling stock and maintenance contract won in 2024 by the “K-Railway One Team” consortium, comprising Korail, the Korea National Railway, and Hyundai Rotem. The consortium secured the deal with support from the Korean government, demonstrating the growing international competitiveness of South Korea’s railway industry.
Industry observers view the new consultancy contract as a significant step in expanding Korean railway exports beyond train manufacturing into higher-value operational and maintenance services. The project is also expected to enhance South Korea’s reputation as a provider of integrated railway solutions covering the entire lifecycle of rail systems.
Morocco is considered one of Africa’s most advanced rail markets and remains the continent’s only country currently operating a high-speed rail network. With ongoing investments in railway modernization and network expansion, the country is seen as a strategic gateway for future opportunities across North Africa and the Middle East.
“This achievement demonstrates that the competitiveness of the K-Railway team extends beyond rolling stock supply to railway operations and maintenance expertise,” said Kim Tae-seung, President and CEO of Korail. “Building on this success, we will continue pursuing new opportunities in emerging railway markets across North Africa and the Middle East.”
The contract is expected to further strengthen bilateral cooperation between South Korea and Morocco while creating additional opportunities for Korean railway companies seeking to expand their global footprint.
