The Korea Data Agency (K-Data), led by President Yang Jae-soo, is upgrading its AI & Data Problem-Solving Bank into an action-oriented AI Transformation (AX) platform designed to help small and medium-sized enterprises (SMEs) and small businesses turn data into practical business decisions.
Moving beyond a searchable case database, the upgraded platform will combine generative AI with AI agents capable of supporting the entire decision-making process—from problem identification and data analysis to interpreting results and recommending execution strategies.
K-Data announced its 2026 AI & Data Problem-Solving Bank Enhancement Project, which aims to modernize the platform's online services and introduce AI-driven analytics that enable businesses to address operational challenges without specialized data science expertise.
Jointly operated by the Ministry of Science and ICT and K-Data, the AI & Data Problem-Solving Bank is built on practical knowledge accumulated through government-supported AI and data initiatives. It is designed to help SMEs and small businesses solve real-world operational challenges using proven data applications.
The portal currently offers three core services: a searchable database of business use cases, customized Data Recipe search and generation, and Work Studio, an automated analytics tool. By the end of 2025, the platform had compiled 2,460 business use cases and 1,248 Data Recipes based on real industrial applications. This year, K-Data plans to add approximately 900 additional use cases and more than 1,200 AI-powered Data Recipes. Companies requiring further assistance can also request tailored consulting from data planning and analytics specialists through the portal.
Turning Data into Practical Business Capability
The platform provides three core capabilities designed to help organizations apply data more effectively.
The Business Use Case Search service allows users to explore proven applications across customer and market demand forecasting, quality improvement, process optimization, cost reduction, and product and service enhancement.
The Data Recipe Search and Generation service offers structured guidelines covering datasets, analytical models, and workflows. Generative AI creates customized Data Recipes based on each company's business environment and objectives, while experts can further refine them when necessary.
Work Studio enables companies to perform automated analysis using Data Recipes without requiring advanced analytics software or programming expertise.
Generative AI and AI Agents Automate the Entire Workflow
According to K-Data, the existing portal relied primarily on text-based case searches and expert-oriented user interfaces, creating barriers for organizations without data specialists.
The 2026 enhancement project therefore focuses on two priorities: introducing conversational analytics and transforming the platform into an action-oriented AX service.
The centerpiece of the upgrade is a conversational AI engine powered by generative AI and multiple AI agents. Users simply ask questions in natural language or upload business data. The system identifies the problem, selects the appropriate analytical method, interprets the findings, and recommends actionable business strategies. As a result, users no longer need to design complex analytical workflows or navigate sophisticated software interfaces.
The platform uses an orchestrator architecture, in which a master AI agent interprets user intent and classifies business problems before coordinating specialized sub-agents responsible for Data Recipe retrieval, data analysis, and result summarization.
Internal databases, the Data Recipe repository, and external systems will also be connected in real time through the Model Context Protocol (MCP), enabling seamless integration across multiple data sources.
From Analytics Portal to Action-Oriented AX Platform
After the upgrade is completed in November, the AI & Data Problem-Solving Bank is expected to evolve from a conventional analytics portal into an action-oriented AX platform.
For example, when a user asks, "Why have our sales declined?" or "Which customers are most likely to make repeat purchases?", AI selects the appropriate Data Recipe, performs the analysis, and presents the findings through plain-language explanations and intuitive visualizations. The goal is to help managers without statistical expertise apply analytical insights directly to business decisions.
Yang Jae-soo, President of K-Data, said the upgrade would make proven analytical workflows accessible to SMEs and small businesses without requiring specialized analytical expertise.
"With this upgrade, SMEs and small businesses will be able to obtain reliable decision-support information without advanced statistical knowledge. We expect the AI & Data Problem-Solving Bank to become Korea's leading customized data platform for SMEs and small businesses."
Beyond Analytics: A New Direction for Government AI Platforms
The initiative represents more than a technical upgrade of a public data platform. It reflects a broader shift in how government AI services are designed and delivered.
Traditional government platforms primarily delivered datasets and reference cases. The next generation will understand business questions, perform analyses, and recommend execution strategies through generative AI and collaborative AI agents.
In the AI era, competitive advantage will depend less on how much data organizations possess than on how effectively they turn data into business decisions. The project represents an effort to transform government-owned data assets into actionable enterprise services powered by generative AI and AI agents, offering a new direction for public-sector data policy.
Ultimately, the AI & Data Problem-Solving Bank marks a shift from a repository of data resources to an AI platform that actively supports business decision-making. It also signals how public AI infrastructure is evolving from providing information to delivering practical business outcomes.
