StartupBlink’s 2026 index places Moldova 82nd worldwide, with a 91.9% increase in its ecosystem score; new financing programmes aim to support early-stage companies.

Moldova rose eight places to 82nd in StartupBlink’s 2026 Global Startup Ecosystem Index, according to an announcement issued by Startup Moldova Foundation in Chișinău on October 5. The country’s population-adjusted ecosystem score increased by 91.9% between the 2025 and 2026 editions, the highest increase in Europe and third-highest worldwide, the foundation said. The result also brought recognition at the Startup Ecosystem Awards 2026, where the foundation accepted an award on behalf of Moldova’s startup ecosystem.

Moldova ranked 21st in Eastern Europe, while its capital, Chișinău, placed 464th globally and 35th in the region. StartupBlink’s index assesses startup quantity, ecosystem quality and the business environment, covering more than 1,500 cities and 120 countries in its 2026 edition. The reported 91.9% increase refers to the index score, rather than a corresponding rise in startup numbers, revenue or investment.

According to the foundation, more than 300 startups operate in Moldova, and local technology startups attracted over $17 million in financing in 2025. That total included equity investment, convertible financing and grants, with funding from angel investors and international venture funds. The figures point to a financing base that extends beyond venture-capital equity alone.

Olga Melniciuc, executive director of Startup Moldova Foundation, said the country’s small domestic market had encouraged entrepreneurs to develop products for international customers. She pointed to technical talent, tax arrangements, financing instruments and investor networks as factors supporting startup development. The next challenge, she said, was to translate those conditions into internationally competitive products, larger investment rounds and exits, while retaining teams and intellectual property in Moldova.

The foundation cited two acquisitions in 2025 as examples of companies with Moldovan founders or development operations reaching international markets. Social media collaboration platform Planable was acquired by SE Ranking after growing to more than 7,000 customers worldwide. Founded by Moldovan entrepreneurs, Planable developed significant parts of its product and engineering operations in Chișinău. Parkopedia, founded by Moldovan-born entrepreneur Eugene Tsyrklevich and supported from its early stages by a development team in Chișinău, was acquired by Sweden’s EasyPark Group.

Technology tax framework supports an export-oriented sector

The Moldova Innovation Technology Park (MITP) provides a nationwide framework through which eligible resident companies can operate from locations across the country. According to the foundation’s announcement, residents pay a single tax of 7% of sales revenue that replaces several separate taxes and contributions, alongside simplified reporting requirements. The announcement states that the government has guaranteed the stability of the regime until December 31, 2035.

The framework also includes an IT Visa programme intended to simplify employment and residency procedures for foreign executives, investors and highly qualified technology specialists. These arrangements support companies seeking to recruit international staff. StartupBlink identified regulatory modernisation, EU-oriented reforms and technical talent among the characteristics of Moldova’s startup environment, according to the foundation.

MITP exceeded 3,000 active resident companies in September 2026, compared with 338 when it began operating in 2018. Its residents employ more than 27,000 people, with founders and investors from over 50 countries represented in the park. Approximately 90% of residents’ products and services are intended for export, according to the announcement. These figures describe the broader MITP business community, which includes technology companies beyond the startup sector.

New funding mechanisms target early-stage development

MITP’s newly launched Moldova Innovation Fund has an initial budget exceeding €1 million and plans four funding rounds over 24 months. It targets pre-seed and early-stage technology projects, including validation, prototyping and product development. The programme is intended to support founders before they reach the stage of raising larger commercial investment rounds.

Moldova has also introduced a fund-of-funds mechanism with a first-loss tranche, designed to use public resources to reduce investor risk and attract private and institutional capital. The mechanism provides for venture-capital and convertible investments in technology startups and innovative companies. Planned public contributions total 180 million Moldovan lei for 2026–2027, approximately €9 million, with an estimated overall capital mobilisation of 600 million lei, or about €30 million. These amounts represent planned contributions and a mobilisation estimate, rather than capital already deployed.

Organisations supporting founders include Dreamups, XY Partners, Yep! Moldova and Technovator, alongside Startup Moldova Foundation. Their programmes cover entrepreneurial education, acceleration, investor access and international market development. The Innovate Moldova programme supports these organisations and seeks to connect early-stage business development with investment and overseas market opportunities.

Startup Moldova Foundation also maintains ecosystem data, connects companies with investors and industry experts, provides legal support and works with the Moldovan professional diaspora. Its Startup Moldova Summit 2026 brought together 2,000 participants, more than 60 speakers and 150 startups in Chișinău, according to the foundation. Forty-two startups presented products in Startup Alley, while the national Startup World Cup competition offered a route to the global final in San Francisco.

The higher ranking comes as Moldova expands the financing and institutional support available to technology businesses. The next test will be whether these programmes produce sustained investment, commercial growth and completed projects. As Melniciuc noted, retaining teams and intellectual property in Moldova will also matter as companies expand internationally.
